Managers Office

The residents of Milford, using the City Charter process, decided to adopt the form of government known as the “council-manager plan”. City council-manager government is a form of municipal government in which an elected city council is responsible for making policy, passing ordinances, voting appropriations, and having overall supervisory authority in the city government. In the city council-manager government model, the city council hires a city manager who is responsible for supervising government operations and implementing the policies adopted by the council. In addition to those functions, the staff of the City Manager’s office also manages the economic development, planning and zoning, and property maintenance enforcement operations for the City. The staff of the City Manager’s office is committed to good, open government and welcomes feedback from and conversations with all residents.

The Finance Department serves the community by managing utility billing, collecting taxes and fees, paying the City’s bills, preparing the City’s budget and managing investments. The goal of the Finance Department staff is to provide exceptional customer service  with an emphasis on courtesy, timeliness, and accuracy.

Income Tax Information

The City income tax rate is 1.0% which was established by Milford’s Codified Ordinance section 181.03. Milford does not allow a credit for taxes paid to another city per the Codified Ordinance section 181.08.

The City has mandatory registration identified in Codified Ordianance section 181.23 for all residents who live in the City, as well as, all employers, contractors, and subcontractors who work in the City.

Owners of rental property within the City limits of Milford are required to register. Additionally, the rental property owners are required to report the occupancy or vacany of tenants to the Tax office within 30 days per section 181.22 of the Codified Ordinances.

Milford City Council approved the contract with the Regional Income Tax Agency (RITA) to administer our municipal income tax effective January 1, 2007. To obtain information for filing purposes, visit RITA’s website at http://www.ritaohio.com/

RITA receives tax information from the IRS in order to ensure compliance.

 

Regional Income Tax Authority (RITA)

RITA enforces our local income tax ordinance and provides enhanced services such as the ability to electronically file your tax returns. RITA also provides residents with the ability to calculate their tax liability, pay electronically using major credit or debit cards, paperless returns, and faster refunds along with a self-service 24-hour automated telephone line.

RITA is a non-profit government agency established almost 35 years ago under Chapter 167 of the Ohio Revised Code. Their goal is to enhance cooperation between municipalities through the sharing of facilities. RITA currently serves 120 municipalities in 38 counties throughout the State of Ohio.

The City retains a Milford staff member in the event taxpayers require local assistance at 745 Center Street, Suite 220 Milford, Ohio 45150 or by calling (513) 248-5082. Taxpayers receive a letter from RITA that will provide general tax instructions as well as additional information regarding this transition.
