The Comprehensive Plan serves as a guide and a tool for decision makers regarding land use, development, capital investments, and place making; the Plan sets the general direction for future growth and redevelopment across the city for the next 10-15 years. Typically, the Comprehensive Plan consists of elements such as: land use, transportation, housing, recreation and open space, economic development, community character, and others as needed. Each element included in the plan is unique to that community's situation and desires.
The City embarked on an update to the 1994 Comprehensive Plan and the 1997 Land Use Plan at the beginning of 2017. Jay Stewart from Kleingers was contracted by the City to assist with the process. The scope of work includes a monthly meeting with staff and the Steering Committee beginning in

March with completion of the project by the end of the year. The Steering Committee created a survey that was mailed to utility customers in the April billing; 203 surveys were returned.
